Levels of Evaluation:

  • Needs Assessment - Used to determine needs and/or gaps in services of a community.

  • Process Evaluation - Answers the questions: What did the program do or deliver? Is the program happening as planned? Is it reaching the intended population?

  • Outcome Evaluation - Tracks short-term or long-term changes within the target population as a result of project activities.

  • Impact Evaluation - Discusses what changes in behaviors, conditions, status, etc., occurred and if they are a result of program implementation. Monitors the longitudinal, community-wide changes attributed to a program and maintained over time.
